About the Speaker

Steve Dickson was sworn in as the FAA administrator by U.S. Department of Transportation Secretary Elaine L. Chao on August 12, after being confirmed for a five-year term by the U.S. Senate on July 24, 2019. Dickson recently retired from service as the senior vice president of Flight Operations for Delta Air Lines.

In this role, he was responsible for the safety and operational performance of Delta's global flight operations, as well as pilot training, crew resources, crew scheduling, and regulatory compliance. He also flew in line operations as an A320 captain, and previously flew the B727, B737, B757, and B767 during his career. Captain Dickson is a strong advocate for commercial aviation safety and improvements to our National Airspace System, having served as chairman of several industry stakeholder groups and Federal advisory committees.

A former United States Air Force Officer and F-15 fighter pilot, Dickson is a Distinguished Graduate of the Class of 1979 at the United States Air Force Academy, as well as a graduate of the Georgia State University College of Law, magna cum laude.

About the Moderator

Marc Warren is chair of Jenner & Block's Aviation and Aerospace Practice and has a wide range of experience in aviation matters including those involving US and foreign airlines, aerospace manufacturing, unmanned aircraft systems (UAS), commercial space transportation, airports and infrastructure, business aviation, product certification, safety management systems, hazardous materials transport, government contracts, rulemaking and policy, litigation and government investigations. He leads a practice that extends the firm’s already strong reputation in serving clients in the transportation sector. The practice provides full-service, multi-disciplinary capabilities in areas such as antitrust and competition, environmental, international, regulatory, government contracts, administrative compliance and enforcement, business transactions and litigation matters, including investigations and arbitrations.

Mr. Warren also has significant experience in government ethics, complex investigations and regulatory enforcement, national security law, public international law and military law.

Before joining the firm in 2017, Mr. Warren was chair of a large DC-based law firm’s Aviation Group and a partner in its Administrative Law and Regulatory Group. Previously, Mr. Warren served as acting chief counsel and deputy chief counsel of the Federal Aviation Administration, among other roles there. Before his FAA appointment, he served in the US Army Judge Advocate General’s Corps, from which he retired in 2007 after having been selected for promotion to brigadier general.
