Speaker Bios

Brent Cagle, Director, Charlotte (NC) Aviation Department

Brent Cagle is the Aviation Director for the City's Aviation Department, which owns and operates Charlotte Douglas International Airport (CLT).

He joined the department in 2012. Prior to his current position, Cagle served as Assistant Aviation Director Administration and Finance for the Aviation Department. In that position, he oversaw the department's accounting functions as well as development and management of its annual operating budget.

Cagle works closely with the Aviation Department's signatory airlines in the development and management of its Airline Signatory Carriers annual fees and charges budget and settlement. He has more than 20 years of experience in municipal government and over a decade of aviation experience. Throughout the years, he has served in various financial and aviation roles.

Cagle began his career in Waco, Texas as a research analyst with the Economic Development Department and later moved into the management of contracts. In 2000, he joined the City of Phoenix's Auditor Department where he held various management roles in the budget office and in neighborhood services.

In 2007, he joined the City of Phoenix Sky Harbor International Airport where he held the position of Deputy Aviation Director. While there, he oversaw the Financial Management Division, which was responsible for the Comprehensive Annual Financial Report, a $200 million annual operating budget and capital budget. Cagle also has experience in preparation of offering statements related to issuance of airport revenue bonds.

He has a Master of Public Administration from Texas Tech University and completed his undergraduate work at Baylor University.


Pradeep Fernandes, Managing Director – Strategy, Confident Travel Initiative, Boeing

Pradeep Fernandes is the Managing Director, Strategy for Confident Travel Initiative. He is responsible for developing strategy for Boeing efforts to restore public confidence in air travel.

Prior to this role, Pradeep was the Managing Director of International Strategy & Business Development. In this role, he was responsible for advancing Boeing Commercial division’s efforts to be a global leader, align international objectives across business units. Prior to this, Pradeep was the Managing Director of Boeing HorizonX where he explored business opportunities beyond the core businesses of Boeing Company including exploring businesses that could potentially disrupt the core businesses themselves. Prior to HorizonX, he was Managing director for Product Strategy for Boeing Commercial Airplanes. In this role, he was responsible for setting the product strategy for the business unit and recommending the launch of 737MAX, 777X and 787-10. Prior to this role, he was part of the BCA Supply Chain Strategy group, leading the effort to develop an overall supply chain strategy and key supplier strategies. Earlier, he was the Product Manager for the Boeing 737 and led marketing and strategy efforts to launch the Boeing Sky Interior. Pradeep also spent three years in the Corporate Audit organization, where he was part of the Enterprise Auditor Program. Prior to Audit, he worked in the Configuration Engineering and Analysis and Fleet Support Engineering groups contributing to airplane performance analysis and early configuration development for new airplanes.

Pradeep was born and raised in Karnataka, India and immigrated to the United States in 1991. He holds a Bachelor of Science degree in Aerospace Engineering from Polytechnic Institute of New York University, a Master of Science degree in Aeronautics and Astronautics from Massachusetts Institute of Technology and a Master of Business Administration from The Wharton School at the University of Pennsylvania.

Rebecca Spicer, Senior Vice President, Communications, Airlines for America

Rebecca Spicer was named Senior Vice President, Communications at Airlines for America (A4A), in June 2018. She is responsible for communications initiatives that execute key public relations strategies, help advance policy priorities and achieve advocacy objectives. She works to promote the industry’s image by highlighting the 750,000 men and women in the airline industry who get travelers and cargo to where they need to be safely as well as the member carriers that contribute to the economy, build businesses and connect communities across the country and around the world.

Prior to joining A4A, Spicer worked for nearly 12 years at the National Beer Wholesalers Association, where she most recently served as Senior Vice President, Communications & Public Affairs. Additionally, Spicer served in the George W. Bush White House as associate director of communications, where she produced televised presidential events. Earlier, she worked as a television producer at stations across the country, including six years at WJLA in Washington, D.C., where she produced the award-winning six p.m. newscast, in addition to stations in Houston, Texas; New Haven, Conn.; and Birmingham, Ala.; as well as CNN in Atlanta, Ga. A native of Nashville, Tenn., Spicer holds degrees from the University of the South in Sewanee, Tenn., and Indiana University in Bloomington, Ind. She serves on the Board of the National Council for Adoption and on the Advisory Council of the Salvation Army National Capital Region.


Abby L. Bried, Partner, Jenner & Block

Abby L. Bried is a partner in the firm’s Aviation and Aerospace Practice. For more than 20 years, she has provided insight and legal counsel on virtually all of the major issues and developments in international aviation and a broad range of domestic issues affecting the aviation, and aerospace industry including the manufacturing sector. Her work also includes advising companies in the emerging technologies in the transportation/multi-modal sectors. Her global experience includes structuring commercial and marketing alliances, joint ventures and strategic investments; as well as advising on complex antitrust issues, regulatory proceedings, government affairs, and compliance counseling on economic sanctions, privacy, consumer protection and ethics programs.

Before joining the firm in 2017, she served as Associate General Counsel - Regulatory, Alliances, Government Affairs and Legal Administration for United Airlines, where she was a strategic legal partner for that company’s senior executive team. Ms. Bried began her career at Northwest Airlines and later became associated with Continental Airlines, where she gained positions of increasing responsibility within the legal department and was part of the turnaround team. Her in-house career continued through that airline’s merger with United and for several years after the merger integration.

Ms. Bried has an active pro bono practice that includes serving as pro bono advisor to CARPLS, Equal Justice Works, Equip for Equality and the Center for Disability and Elder Law (CDEL), organizations for people with physical and intellectual disabilities. She is also a mentor and coach throughout the legal and aviation communities.
